CITY OF SUNBURY, OHIO
POSITION TITLE: Director of Finance
The Director of Finance (“Director”) is a position created by authority of the Sunbury, Ohio City Charter (“Charter”) and shall serve as the chief financial officer of the municipality. The Director shall exercise the powers, duties, and functions as required by the laws of the State of Ohio, the Charter, legislation of the City Council (“Council”), and by the City Administrator (“Administrator”). The Director shall provide full and complete information concerning the financial affairs and financial status of the municipality as required by the Administrator and the Council.
POWERS AND DUTIES:
The duties and responsibilities of the position shall include but are not limited to:
The Director is expected to attend monthly meetings of the Sunbury Finance Committee, bi-weekly Council meetings, and other meetings as directed by the Administrator. The Director will prepare reports for the Finance Committee and shall assist in the preparation of documents for Council consideration and present at Council meetings, public hearings, and work sessions regarding various financial and budgeting matters.
The Director will assist in the resolution of problems related to financial matters by coordinating with other Sunbury staff and professional contracted support and provide updates to stakeholders, including residents.
SUPERVISION: The Director shall be under the general supervision and control of the Administrator and shall have such other powers and duties as are prescribed by ordinance or by law and which are consistent with the relevant laws of the State of Ohio or the Sunbury Charter.
HOURS AND RATE OF PAY: The Director is a full-time position and is exempt from overtime. On-call availability is anticipated, evening hours for meetings is also expected. The compensation range for this position is $65,000 to $90,000 and is dependent upon qualifications.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES
The Director must have broad knowledge of municipal finance, accounting, payroll, purchasing, tax, budgeting, and investment concepts and techniques. The Director must be skilled in effectively communicating complex instructions, policies, and financial information both orally and in writing, to individuals and to groups. He/she must have the ability to analyze and solve difficult finance, accounting, payroll, purchasing, tax, and budgeting problems. The Director must have skill in directing, evaluating, and developing personnel and the ability to develop effective working relationships with City officials, other public and private agencies, civic groups, and residents.
Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, business, or related field is required. At least three years of responsible fiscal management experience is required, with some experience in governmental fund accounting preferred. A graduate degree or CPA is desirable.
The successful candidate must also demonstrate broad knowledge of accounting (GAAP, GASB), budgeting, payroll, purchasing, and tax principles and possess strong analytical skills.
The City may consider any combination of education and experience that meets the minimum knowledge/skills.
A valid State driver’s license will be required.
